Building Inspection Division

The Council Bluffs Building Inspection Division is located in City Hall on the 2nd floor. The Building Inspection Division Superintendent is the Building Official, who heads this division with a staff of: a Commercial Code Technician, a Residential Code Technician, a Housing Code Technician, an Electrical Inspector, a Plumbing/Mechanical Inspector, and a Building Technician.

The Building Inspection Division also performs inspections of footings/foundations, plumbing, utilities, electrical, mechanical, gas, framing and finals. A final inspection is necessary prior to any occupancy of a structure. A minimum notice of 24 hours is necessary for any inspection.

The Building Inspection Division issues the following permits: billboard, building, commericial interior demolition, demolition, electrical, excavation, flood plain, fence, footing/foundation, grading, lawn sprinkler, mechanical, manufactured structures, moving, plumbing, retaining wall, roofing, siding, sign, swimming pool, structural frame, temporary pole, tornado shelter, and utility.

DESIGN BASICS: All structures shall be designed for:

• Seismic Zone B;

• a wind load of 90 mph with 3 second gust - exposure C

• a ground snow load of 30 pounds

• a frostline footing depth minimum of 42 inches below grade.
