Special Transit Service


    Special Transit Service (STS) provides curb-to-curb demand response service for individuals unable to use MAT's fixed route service, because of a disability. The service is available to all eligible residents within Council Bluff's city limits. Approximately 2 percent of the population within the city limits is registered for STS and approximately 1600 passengers ride the buses each month. The service is certified as compliant with ADA (Americans with Disabilities Act) regulations and in conformance with the FTA (Federal Transportation Act) regulations.

    To register for the service a resident must complete an application which requires certification from a physician that verifies the type of disability. The application can be obtained by calling the Public Works Department at 328-4634. A link to this application is below.

    STS service provides the eligible individuals transportation within Council Bluffs city limits and certain designated points within Omaha, Nebraska. The hours of operation for the service is Monday-Friday 8a.m. - 7 p.m., Saturday 9 a.m. - 7 p.m. and Sunday 10 a.m. - 7 p.m.

    The fare for each one-way ticket is $2.00. The fare must be paid at the time of travel in cash or by ticket. Booklets of 10 tickets are available for $20.00 at the Treasurer's office in City Hall or by mail for $20.50 by mailing to the Public Works Department, 209 Pearl St., Council Bluffs, Iowa

    American Ambulance in Omaha, Nebraska is our contractor for scheduling and providing drivers for our vehicles. Requests for the service are taken five days a week (Monday through Friday) from 8 a.m. to 5 p.m. by calling 731-8601. American Ambulance is required by the city to provide driver training and develop operating policies and procedures which ensure that drivers operate the vehicles and equipment properly and safely and with regard to the special needs of the handicapped. American Ambulance has been providing this service for the city since 1983

    Currently the city owns four buses to provide this service. They are easily identifiable by the blue stripes and orange STS and City of Council Bluffs lettering along the sides and rear of the vehicles. The vehicles are purchased cooperatively with Metro Area Transit and are funded 83% by federal dollars.
